At least it's not entirely gratuitous fanservice. Horo doesn't blush and go 'kya!' or some gay shit like that when the wind flips up her skirt (which doesn't happen). Any nudity that happens tends to happen in documentary form, and not in 'obviously inserted fanservice that isn't relevant to what's going on' form. Sure, some of it isn't really warranted, notably in the first episode, before she gets some clothes, but apart from that, it's kinda kept in check.
