there are some topsites with anime, not many though, they generally want other stuff they can get credit for but sometimes youll get lucky and get a BD release of an anime movie.
but those are really hard to get access too. irc is a viable alternative but its really, really unreliable and the lines suck.
usenet is somewhat hard to use BUT its really, really, really, really, really fast. IE max your connection out with one connection fast. however everything is in split files and youll need to be able to get parity files + youll probably have to pay for access but its not too expensive. Roadrunner however, has an EXCELLENT newsgroup service. Retention is low, however, speed + unlimited data is INSANE. If you have rr of course.
To me, the best option has been, and will always be, to rent a dedicated server with windows server, install uttorrent and set up the webgui. Very expensive option (100usd a month for the cheapest of the cheap), however, if you can convince a few friends to chip in, its a great solution. You can then use encrypted ftp to transfer files. I suggest servers in the netherlands if you want to do anything thats not unliscensed, american companies will shut you down after ANY complaint. Also, you need to check your terms of service to make sure the company allows you to run torrents.
Or you can ask your neighbor to let you buy him a really good wireless router (ie linksys, so you can QoS your torrents so they dont take up so much bandwidth).
