Nonsense. Japanese animators are paid per frames, so in actuality, they can draw worse and still get the same pay.
Good quality art and consistency takes longer to produce, but otherwise, the cost ISN'T that much different from the TV one. Probably somewhere between 1 to 3 million yen more expensive.
However, fixing DVDs to the extent they're almost redrawing 60% of the show, is no different from putting in the funds for a 13 episode show JUST to fix. In the long term, it's ACTUALLY more expensive.
