Apparantly, they were invented by Henry VIII. As you know, good king Henry was decapitating a lot of women. But whenever he tried to decapitate their husbands as well, they would see him coming, and would run away and join the rebellion. So what he did, was he would tie the woman's neck onto their head with a "neck tie" so that he could ambush his next victims by using them as a puppet so their husbands would think they were still alive.
