Maybe. Conspiracy mode on, it's not really a high government priority here to have everyone in good health -- fat and stupid wins certain people votes. From another perspective, it's likely that people know that creating a government initiative to improve the population's health will be perceived as nannyish and intrusive. At municipal and state levels, where stuff like that shows up, public fatty participation is higher and that effect is greater.
That said, even Bush leads by example in this matter, but people are dense -- I wonder what people would think if he or someone else with influence just said "Please lose some fucking weight, America". Probably eat more, at this point.
