Question: why do fansubbers always translate lines like this into "like" rather than "love"? Is that really what the character is saying in Japanese?

For example this scene with Tomoyo: did she really say," I like you"? It seems much more likely that she would have said, "I love you."

How come its almost always, "I love you," in anime? Are subbers afraid to use, "love," or are the Japanese just REALLY careful about when/to whom they say, "I love you," to?
