First, he wants the world to be better for his little sister, who is perfectly fine barring damage he can't fix in the first place. In doing this, he plunges the world into war, something he's not particularly fond of. He then derails her plans by getting one million people out of her new territory.
In ep 7 (R2), he claims he is fighting for "everyone" but in doing so imagines a bunch of people from Ashford that were perfectly happy, most moreso, before his conflict.
He wants to find out what happened to Marianne, but he stopped trying to capture anyone who knew shit about it a long time ago.
Now he wants to rid the world of Geass because some shota assassin from their cult offed his firecrotch.
You're telling me none of this is fucking erratic? He's either not sure himself what he wants or it's all a bullshit step on the way up to his "rule the world" goal he apparently admits to at the end of last season.
