Hey, I like Tsutomu, for not being a wimpy faggot. Sure, he's pretty punchworthy but as a standard male lead he's okay. No "OMG SHE'S IN MY BODY LETS PANIC IN A HILARIOUS FASHION WITH TONS OF BLUSHING AND ANNOYING FACE FAULTS"
And besides, the action wouldn't be nearly as good without something to flesh it out. The SoL parts provide an oppurtunity to twist a ton of relevant storylines together, such as Shion's career, future villians, Ryunka, etc.
I think it's a good balance, it could be much worse but otherwise it's quick based and watchable.
