Anon is mostly wrong about it being QUALITY. It's a deliberate stylistic choice since it's like that way from episode one. It takes some getting used to but if the majority of /a/ can handle Kaiji and Akagi's art I don't see what the problem is.
The real QUALITY is when the CG doesn't blend so well, like that house, but it's not that big of a deal. The fluid animation elsewhere more than makes up for it.
This is a show that truly has to be animated. The way the characters move, for instance. Watch it and you'll see what I mean.
