I can definitely say that not all shoujo are like this. But 90% are, yes.
- Beauty Pop - I've only read a few volumes but the main girl is totally anti-shoujo-heroine and romance takes a back seat to a plot about competition.
- Koko ni Iru Yo! - Shy girl meets some guy who loves her and he is definitely not an asshole. Might evoke some emotions in Anon if was shy, had no friends, and went unnoticed in school.
- Tomodachi - It's about the main girl attempting to save her friend who became a delinquent after the main girl moved to another town for awhile.
There's just a few that don't fit the same formula the manga that was posted does.
