That's what I'm trying to say..!
If they have the small revenue stream from the sub-only crowd, and then use the info on what was popular in that crowd to choose what to dub for the dub-only crowd, then they have two revenue streams for the same content and put a lot less money at risk.
If you were to dub 10 anime fully and only 2 or 3 are a success, you lose a lot of money...
If you sub 10 anime fully, and only 2 or 3 are a success, you will probably still lose some money, but much much less. Then, you take those 2 or 3 popular shows and dub them.
IT'S NOT THAT COMPLICATED!
