This is true. The theme that exists in all his other works - blurring the line between fantasy and reality - is noticeably absent from this movie and thus there isn't a lot of eye-popping animation. I also recall it being more humorous than most of his stuff though it's been a while since I've seen it.
It's still definitely Kon, though, especially with how he explores social issues. Not too many anime feature homeless people and (realistic) trannies.
I can't wait for his next work. I remember reading somewhere that it was going to be a kid's show that could be appreciated by adults.
