Because the confession is the only part of a romance that's important, right?
Tomoya and Nagisa's relationship built throughout the series, with the occasional detour to help with someone else's crisis, but Nagisa was always there with Tomoya, it wasn't like Kanon which was pretty much "Yuuichi deal's with a girl's issues, while the rest of the cast waits for him to finish", in Clannad EVERYONE got involved with everyone else.
Not to mention that Clannad's theme is "Family", which while that includes a romantic aspect, there is more to it than just that.
