I don't think the locality has anythign to do with it. Tutu is not exactly mainstream entertainment, it's extremely well written and executed, but I have friends I consider to have good tastes in entertainment, yet they refuse to watch it because "it's for little girls" or "gay".
It's probably not the best of market decisions to take a story that references the whole history of ballet and classical music, then weave it into a slightly distorted old-fahioned fable and disguise the result as a magical girl anime.
Honestly, if I were told that I'd think it sucks. I watched and loved it without knowing anything about the show, but you can't recommend Tutu to anyone without making it sound pretentious and retarded.
