I'd just like to point out that CG compared to traditional cell animation is still in it's infancy. I'm pretty certain that sooner or later it'll catch up, but it has to be used to achieve that.
As for the "traditional" art being better... well yes, I can see what you mean. But as mentioned earlier, it highly depended on the budget aviable, which was plainly visible in every TV series, usually in the middle. Yes, the OVA's and movies were made with an astounding attention to details (You're Under Arrest OVA's prove my point), but it always was a tradeoff of quality vs. running time.
