Not with the way the studio does their military, it's mostly red tape and they made a point of showing how they were training everyone at length.
If they cut down the amount of screen time they used to show off their military proceedures and streamlined the training for character development and giving a little insight it would have been better. They should have also dumped the robotic drones as a serious opponent earlier in favour of the numbers so they could give them more depth. Some characters like Elio and Caro could have easily been dropped were they not there to fill in the rest of the team... but their fights were poorly animated with little effort. They need to avoid doing giant monsters, they suck at it.
Fate needed more work and a better opponent. Spaghetti should have been all about ordering others to do his work and the fights should have been focused on the numbers he had defending him there, with him throwing in quips from the sidelines about her past. Even when she got her shit together, Fate didn't do too well out of StrikerS and got to look hot for a moment before they poorly animated her fight with a villain we couldn't care less about. He's a fucking scientist, Tre was supposed to be one of the harder numbers but did hardly anything. The time could have been spent giving them both a proper duel and the doctor could monologue during it, distracting Fate.
Vivio was pretty meh, but could have worked better for motivation. I didn't like the non-lethal attitude towards Quattro, after all the shit that had happened I was hoping to see Nanoha show less mercy for a pretty fitting end to a character we all came to hate (yet love her for it)
The military thing wasn't bad it was kind of expected but they went over board at times and paced everything badly. Could have been done better.
