...no, it isn't. His movement is highly confusing. Is he throwing something, or just jumping through the air awkwardly? The issue isn't the motion blur, it's that his pose and position and angle isn't dynamic.
Guys, Naruto's fight scenes are ass. Well, I should be more specific: they've BECOME ass. The beginning of all of shonen's Big Three started out pretty equal, but since then Naruto's degraded badly, and Bleach...well, there's just too many fights. They seem a bit repetitive after a while.
Naruto's visual storytelling is stagnant. People don't often move, and when they do, it's generally implied movement as opposed to shown movement. For the most part, Kishimoto relies on reams of exposition to explain what's going on, which slow everything down a LOT.
It's not that he's incapable of doing any better: if every fight was like the Rock Lee vs Gaara fight, the manga would be awesome. He just doesn't, for the most part.
Bleach's fight scenes are pretty good. Kubo's got a good grasp of visual storytelling, and knows how to show a fight rather than tell it like Kishimoto does. There are a few problems, though, namely overuse of I AM BEHIND YOU NOW shots, and breaking up the action with pointless flashbacks. Sometimes he uses the flashbacks to great effect, mind, but a lot of them are...useless.
