Probably. Ichikawa was technically the best player in the series, from what we know. Best in the world, etc. etc. Washizu had godly luck and his custom game, but probably didn't have Ichikawa's skill.
Urabe was just up against Fake Akagi who frankly sucked. That's why he was able to get beaten so badly by Akagi. I mean, hell, even Osamu-the-fanboy was able to compete against him for a bit. He's a good enough player to represent some Yakuza group, but he's not brickshittingly awesome.
