With a bit of a squint it's not too bad.
1. Government tries to censor information
2. Law's passed for libraries to defend their own stock, with a loophole
3. After the Nightmare of Hino, the prefectures exploit said loophole and provide libraries with arms in order to support them against the national government
4. Fights end up as localised battles rather than all-out civil war due to both sides desperately maintaining the delicate give-and-take relationship, in order to prevent any more bloodshed than necessary.
It's a neat and tidy way to make a small-scale war, that also delivers is good message (freedom of the press is Serious Business), whilst showing that reality doesn't always jive with idealism (which is something I wish more anime would take on board).
