not really, but according to the manga she was Griffith's childhood friend and later became Fate's assistant before Section Six was formed
but basically that's the idea they seemed to be going for - anyone who had a name was automatically more than just a face in the background, the only characters I can think of that didn't have some interesting detail, piece of history, role, or other tidbit are Schach and the housekeeper lady
for the next Nanoha series, rather than try and run everything at once, I'd like to see them seperate the characters into a few groups and run several series, each addressing the same massive plot from the perspectives of different character groups, so we'd have a Magical Girl Lyrical Fate with Chrono and Fate and Shari and Tia and maybe a few others they group up with by chance, then a Magical Girl Lyrical Subaru with Subaru and Signum and Vice and whoever else decided to stick around in the rancid pile that is the Ground Forces, then a Magical Girl Lyrical Nanoha with Nanoha and Vita and some other aerial mages, and then a Magical Girl Lyrical Hayate/Vivio with all the Belkan rare ability users like Carim and Verossa
the combat cyborgs could be divided among the various groups although if I remember right most of the ones that could fly under their own power refused to reform and ended up stuck in jail with their boss so there probably wouldn't be any in the Air Forces, Erio and Caro and Lutecia could probably be attached to one of the other groups, though SevenArcs would probably give them a Magical Girl Lyrical Caro instead
of course all of this is wishful thinking and there is no way it will ever happen, but StrikerS was popular and profitable enough that I feel justified in allowing myself to dream of what could happen if they really put their all into it and didn't fuck it up like they did with StrikerS
