Conspiracy what? I'm not sure what you're referring to. It is obvious the Britannians know who Lelouch is, since he is under 24-hour surveillance. The leader of the special ops team even comes out to say that he is a bait to draw out "that witch" - CC. So they know about the connection between them. Everyone who matters knows who Zero is, except Zero himself (until the end of the episode).
What surprises me is how poorly planned their attempt is. One would have thought that the Emperor, with Zero in his hands, would rather kill him than risk him getting loose again.
It's been a popular theory that the Emperor is a geass user, and the OP makes it VERY clear that he is. He should know how dangerous it is to let CC come into contact with Lelouch. Yet the soldiers haven't even been informed on CC's immortality, nor about Zero's mind control abilities.
It's as if the Emperor is wanting for Zero to escape. I can't really understand why he would want that though. Hopefully next episode answers some questions... yeah right.
