It's economics. When fansubbing groups gain popularity+notoriety for subbing a popular show in high demand, more groups enter the fansubbing scene to become popular too, and when the demand for it drops and stabilizes into a short-term equilibrium, the groups that aren't getting popular quickly enough drop out of the market. It's the ideal of perfect competition.
