I watched Azumanga when it was in fansubs, and SnO after I was able to to buy the whole thing for $4 a DVD, so there were several years in between when I watched them. The SnO manga was also made first, but whatever.
Also dubs are bad and you should feel bad for watching them.
The problem with the business model you're proposing is that it would probably not be profitable. The reason why the thinpacks can be released so cheaply is that the money for the rights to the anime. dubbing, etc would theoretically be already paid for from the single's release. They would need a lot more people dling the episodes than would be buying the singles normally for it to work. There's a possiblity that this may work, but I think it's fairly unrealistic overall.
The reason why I mentioned that the thinpack releases were bad business above is the exact mentality you're using. Not that I can fault you for it.
