The only thing speaking for it is that it's two female characters with connections to the Safeguard. Somehow, the notion that the Safeguard wouldn't have recruited more than a single woman doesn't seem very reasonable to me, making this a very thin argument.
On the other hand, Musubi found the Safeguard's policy of killing those without NetSphere access repulsive and went rogue, whereas Sanakan never showed any sign of having anything against a good genocide every now and then, and is obviously "part of the system".
There's also that little issue of them having different names.
So, while it possible that they're the same, there really isn't anything at all supporting it, and on the other hand it'd demand that the safeguard all of sudden decided not to eliminate a rogue unit, and in addition there's the question of why she'd change name and personality all of sudden.
Safeguard brainwash? Sure, nut if such is the case then she's so changed that she might indeed be another person entirely. Add in the fact that Sanakan get's a new proxy body very now and then, and there's no real continuity left (new mind, new body, new person). So, Occam's razor and all that...>>10477345
