Something along to those lines, yeah. Licensing is a legal and economic matter. I doubt foreign companies would invest in a show that hasn't aired, much less produced, regardless of fan support _inside the country_.
Two points to draw from that:
-Haruhi (no trolling) is probably the most recent and best example of how international support brought about its licensing, if only faster and with better reception.
-Afro Samurai and IGPX were collaborative efforts on both sides of the Pacific, and IMO that turned out pretty damn well. I'd like to see more of this, if only because, again, American budgets.
