Ikiru had a ton of style in it, along with pretty much every other Kurosawa films, to the point that he CAN have a scene where nothing at all happens as long as it looks gorgeous.
Stray Dog's a good example of that: there are scenes where a character is just looking at crowds of people, regular people moving about in a street, and it's still interesting because of the way it's shot.
Miyazaki, on the other hand, has akward shots of nothing. First one that comes to mind is out of Howl's Moving Castle, when that little girl that got turned into an old woman just goes out into a yard and looks around. The shot's taken from above her head and shows absolutely nothing either. What the fuck.
